Board Meeting Summary - April 21, 2021

At its April 21st meeting, The FUSD Board of Education:

 

Discussed Future Return to In-Person Instruction – Staff presented information to the Board of Education regarding plans for the 2021-2022 school year, outlining a full return to in-person instruction in the fall, COVID-19 mitigation measures aligned with state and local guidance, as well as plans for virtual academies for students (distance learning programs). These plans are predicated on the guidance which recommends 3ft of physical distancing in schools, in conjunction with appropriate COVD-19 mitigation measures as outlined by state and local health departments (face coverings, physical distancing, improved air filtration, symptom screening, asymptotic testing, as examples).  Staff also presented information related to anticipated developments at the state level, guidance on in-person graduations, and update guidance on extracurricular activities and spectators. Staff recommended that unless otherwise prohibited by a state or local mandate, FUSD should return to full-time in-person instruction for the 2021-2022 school year as the default model of instruction, and provide virtual learning academies for students who may require non-in-person instruction, while ensuring local and state COVID-19 mitigations are in place. 

Adopted Resolution 035-2021 In Support of People of Asian American and Pacific Islander (AAPI) and Condemning the Violence Against AAPI – Staff has prepared a formal resolution condemning harassment, violence, and hatred toward our Asian American and Pacific Islander (AAPI) community for the Board's review and consideration for approval stating "The Fremont Unified School District believes that its students and staff deserve to learn and work in a community that celebrates all identities and is free of discriminatory policies. With a student population that is over 70% AAPI, it is critical that Fremont community members, students, parents, educators, staff, and district leadership show solidarity against acts of anti-Asian violence".

Received the 7-11 Committee Report and Presentation, and Recommendation Regarding the Marshall Site – In 2018, the Board of Trustees requested a 7-11 Committee be formed to begin the process of evaluating the disposition of the Marshall Elementary School site, located at 5301 Curtis Drive, Fremont, CA. Complete details are provided in the report submitted. See presentation here. For the Board's consideration, the recommendation of the District Surplus Property Advisory Committee/7-11 Committee is to declare the property as surplus to the District's education needs. 

Approved and Adopted the 2021 School Fee Justification Study (“Fee Justification Study”) on Residential and Commercial/Industrial Development –The District recently hired a new fee consultant, Koppel & Gruber Public Finance (“KGPF”), who reviewed the District’s relevant and current data, and prepared an updated Fee Justification Study. KGPF’s Fee Justification Study determined the District is justified in levying the same fee rates as previously adopted by the Board on April 1, 2020. The fees will not increase or change from those already adopted by the Board.

Approved Settlement between Fremont Unified School District (FUSD) and Service Employees International Union (SEIU) – The Fremont Unified School District (FUSD) and the Service Employees International (SEIU) reached a settlement for the use of the term "regular salary" in Article 12.8.18.

Authorized Staff to Enter into an Agreement with Lathrop Construction Associates, Inc. for Construction Services for the New Construction and Modernization Project at Hopkins Middle School (Middle School Conversion) – On February 24, 2021, the Board authorized staff to use a new prequalification process for the project at Hopkins Middle School. A total of five prime contractor firms were approved and prequalified. The District implemented a bidding process for the selection of the lowest bidder for the project. Three bids were received on April 9, 2021. Staff asked the Board to authorize entering into an agreement with Lathrop Construction Associates, Inc. for construction services for the project at Hopkins Middle School in the amount of $53,988,600.

Authorized Staff to Enter into an Agreement for Project Stabilization Agreement Coordination Services with Davillier-Sloan, Inc. for the New Construction and Modernization Project at Hopkins Middle School (Middle School Conversion) – The District requested a proposal from Davillier–Sloan, Inc. (DSI) to provide PSA coordination services through the completion of the project at Hopkins Middle School. Staff asked the Board to authorize entering into an agreement with Davillier-Sloan for a total of $544,615 for PSA coordination services for the project at Hopkins Middle School.

Authorized Staff to Purchase Chromebooks – FUSD has approximately 25,000 Chromebook devices. At the end of September 2021, approximately 10,000 of those devices will be coming to “end of life”. This will affect the functionality of the devices in that they will no longer receive updates required for educational applications and district and state assessments. On March 29, 2021, the Local Control and Accountability Advisory Committee (LCAAC) met and approved $810,000 for the purchase of Chromebooks to help address this need. IT recommended the purchase of 2874 Chromebooks. At the April 2021, meeting of the Technology Advisory Committee (TAC), the committee voted in support of the purchase.

*The pricing above is based on a competitively bid state contract by NASPO ValuePoint (Contract # MNWNC-108/17157034003) and reduced by an additional discount negotiated with Dell. The pricing Dell is offering is lower than this competitively bid contract.
