Board Meeting Highlights - October 14, 2020

At its October 14th meeting, The FUSD Board of Education:

 

Approved Tentative Agreement between Fremont Unified School District (FUSD) and Service Employees International Union, Local 1021 (SEIU).

Approved Tentative Agreements between Fremont Unified School District and California School Employees Association (CSEA).

Discussed and Reviewed the Updated Plan for Preseason Training - At the July 10, 2020 Board of Education meeting trustees approved a plan to allow preseason training in August 2020 for athletes at the high school level. On July 20, 2020, the California Interscholastic Federation (CIF) informed member districts that the traditional fall, winter, and spring seasons would not exist as they had previously. CIF published a schedule for abbreviated seasons with practices beginning in December 2020 and competitive seasons starting in January 2021.  As a result of this change and out of an abundance of caution the high school athletic directors elected to postpone Summer Optional Conditioning to a date closer to the commencement of the competitive seasons. On October 5, 2020 CIF updated the starting dates which are noted in red on the attached "2020/2021 Sport Breakdown & Calendar". FUSD and the Washington Hospital Healthcare System (WHHS) have been monitoring State and County guidelines during this period and have provided an updated plan for athletes returning to campus for preseason training in accordance with the most current guidance. Also included with the agenda item is the FUSD Pre-Participation Questionnaire for athletes and the FUSD Screener Questionnaire for coaches. During the week of October 5, 2020 coaches and athletic directors received comprehensive training from WHHS in general infection control guidelines as they pertain to sports. Coaches and athletic directors also received current information on Alameda County Orders regarding COVID-19, and official follow-up procedures should an athlete or coach report having COVID-19 symptoms or known exposure to someone else with symptoms or who has tested positive, with specific time set aside during the training session for clarification or questions. Staff recommended approval to begin optional preseason training for high school athletes on October 19, 2020. 

Approved the Adoption of Amplify Next Generation Science Standards Science Curriculum for Grades 6-8 - Last year, FUSD completed the NGSS science adoption process for grades 6th, 7th, and 8th.  After an in-depth review of available materials, the adoption team chose two programs to pilot:  Amplify Science and Discovery Education.  After the pilot period, the adoption team met and agreed to recommend Amplify to the School Board.  According to EdReports, Amplify is one of the very few programs that receives strong ratings for design, coherence, scope, and usability.  It has a robust online component, which has made it a valuable tool during distance learning. Because of significant uncertainty with the budget last Spring, as well as the school closure due to COVID-19, the decision was made to delay bringing the proposed adoption to the Board last Spring of 2020.  Amplify agreed to let all 6th-8th grade teachers continue to use the online materials through June 2020, and has continued that online access through October 2020, to allow us time to review our budget and bring the adoption to the Board for consideration this Fall. FUSD will pay $200,000 upon issuance of the purchase order, then pay the next installment of $600,000 before July 30, 2021, and make the final payment of $220,459 before July 31, 2022.   Starting next year, the District will have more instructional materials and textbooks funding available as we begin to pay off prior year adoptions.  

Held Public Hearing on Instructional Materials and Adopt Resolution 015-2021: Sufficiency of Instructional Materials - Education Code requires governing boards to make a written determination as to whether each pupil enrolled in all core areas as well as Foreign Language or Health courses has sufficient textbooks or instructional materials that are consistent with the content and cycles of the curriculum frameworks adopted by the State Board. The governing board shall also determine the availability of laboratory Science equipment as applicable to Science laboratory courses offered in grades 9-12.

  • Reading/Language Arts - All students have textbooks and/or workbooks in Reading/Language Arts.
  • Mathematics - All students have textbooks and/or workbooks in Mathematics.
  • Science - All students have textbooks/workbooks/instructional materials in Science.
  • History/Social Science - All students have textbooks and/or workbooks in History/Social Science.
  • Health - All students have access to a class copy of the Health text. Per David Olmquest, Williams Compliance Officer for the California Department of Education, classroom sets of a text in the area of Health is considered sufficient instructional materials.
  • Science Lab Equipment - Science lab equipment is available for use in applicable Science classes for lab groups in grades 9-12.

Authorized Staff to Amend the Agreement with Roebbelen Construction Management Services, Inc. for Construction Management Services for the Modernization Project at American High School - Due to the projects change in schedule, the overhead was extended beyond the original budget. The design phase was prolonged due to delay in the Division of the State Architect (DSA) review, thereby expending our budget beyond the initial amount, and additional time and effort was spent on staff completing tasks during that time awaiting approval from DSA. The cost of this work is within the budget for this project. Roebbelen has provided a proposal which is listed in the table below:

Authorized Staff to Amend the Agreement with QKA for the New Construction and Modernization Project at Thornton Middle School - Thornton Middle School project budget was increased by $16.5 million at the August 24, 2020, Board meeting. Subsequently, this change in the project scope required additional design services from QKA. The changes were mandated by Division of the State Architect (DSA) for project acceptance to begin construction. The additional fees identified in this proposal, were previously included in the overall cost increase for the project approved on August 24, 2020. The cost to complete spreadsheet is attached here: Thornton Budget Increase CTC. The cost of this work is within the budget for the project.

Fremont Council Parent Teacher Association (FCPTA) Public Participation at Board Meetings - The current practice as stated in Board Policy 9323, Meeting Conduct: Parliamentary Procedure, is that individual speakers who wish to address the Board of Education, shall be allowed a maximum of three minutes on each agenda or non-agenda items, or at the discretion of the Board President, may modify the time limit as appropriate depending on the number of speakers. Presidents or designee of any employee group are allowed a 5-minute time limit for speaking. The president of the Fremont Council Parent Teacher Association (FCPTA) has requested that they be allowed the same time limit as presidents or designee of any employee group. Motion to allow President or designee of the Fremont Council Parent Teacher Association (FCPTA) three minutes, regardless of decreased time during Board meetings. Motion approved by 4-1 vote. 

Amendment to the 2020-2021 Board Meeting Calendar and Shifting of the Annual Organization of the Board Meeting within a 15-day period Commencing with the Second Friday in December - The amendment to AB 2449 requires that the organizational meeting be held within a 15-day period commencing with the second Friday in December, for the 2020-2021 school year that would be between December 11-26. The Board held a discussion to amend the 2020-2021 Board Meeting Calendar to reflect a rescheduling of the December 9th Board Meeting to fall within December 11-26, 2020. Motion to move December 9th, 2020, meeting to December 16th, 2020. Motion approved by 5-0 vote.
