Board Meeting Highlights - September 9, 2020

At its September 9th meeting, The FUSD Board of Education:

 

Adopted Resolution No. 007-2021, Student "Bill of Rights" – This resolution will support the efforts of the Fremont Unified School District in support of the undersigned youth represented in the resolution. During the COVID-19 crisis, education has served as one of the institutions supporting the District’s students most in need. Teachers, staff and mentors have worked tirelessly to provide safe spaces for their students to learn and engage, as well as provide emotional support for students who may worry about loved ones in this crisis. The students strongly believe in their right to education, and identify schools as the one bastion of society they remember from before.

Received Update on Opening of the 2020-2021 School Year – Staff presented an update on enrollment (projected vs. actual) and daily attendance overview at each FUSD site for the 2020-21 school year, as well as the District’s meal service and providing equipment and tech support to students and staff.

Appointed Board Members, Community Members, and Parents/Guardians to Serve on the School Resource Officer (SRO) Task Force – At the July 29, 2020, Board Meeting, Trustees moved to reevaluate the SRO program relationship with the City of Fremont. Staff was also instructed to establish an advisory group as due diligence in the reevaluation process. Applications for the SRO Review Team were made available to parents/guardians and the community and were due to the Director of Student Support Services no later than Thursday, September 3, 2020. The Board of Trustees was asked to appoint Board Members, community members, and parents/guardians to serve on the School Resource Officer (SRO) Task Force. See ballot here.

Approved the 2019-20 Unaudited Actual Financial Report - The District's general fund ended with a fund balance of $31.8 million, which represents an increase of $13.5 million from estimated actual.  The overall increase in the ending fund balance at unaudited actual is $13.5 million, of which $7.2 million is unrestricted and $6.3 million is restricted.  Fiscal Year 2019-20, was truly an unprecedented year in regard to the pandemic.  The district ceased normal school operations around March 13 and instruction was delivered via distance learning.  As a result, the district experienced budgetary savings in programs and services due to contract revisions and unrealized operational costs in regard to school site and departmental budgets.  The savings realized in the unrestricted budget totaled $4.1 million for revenues and was primarily from reduced contributions for special education and supplemental programs.  The remaining $3.1 million is primarily from reduced site and departmental budgets and special education home-to-school transportation. The variance of restricted carry-over from estimated actual was $6.3 million and comprised of primarily $3.0 million for categorical programs.  The remaining $3.3 million comprised of $2.1 million for routine restricted maintenance, and $1.2 million for special education programs. Although the district's unrestricted ending fund balance increased $6.8 million, the reserve has remained the same at 3.50%. The district has designated the $6.0 million carry-over to provide a reserve cushion for the food service program and for other impacts related to distance learning and other COVID-19 related uncertainty. The district’s budget will be facing unprecedented pressures and uncertainties over the next two fiscal years and extraordinary caution and constraints in spending must be exercised. The District's reserve as of June 30, 2020 is $14.1 million or 3.50% and is still well below the statewide average of 17.26% as noted in a FY 2018-19 report by School Services. See presentation here.
