November 20, 2019, FUSD Board of Education Meeting – Measure E Bond Program
Posted 11/21/19

Regarding meeting items related to facilities and construction, the Board:

  • Authorized staff to amend the agreement with RMA Group in the amount of $58,334 for the Walters Middle School conversion project. Additional materials testing and special inspection services are required for the project, including added walkway canopies, retesting of some areas of earthwork compaction. The contract amount with this latest amendment now totals $234,419 and is within the budget for the project.

  • Authorized staff to amend the agreement with Placeworks, Inc. for an amount not to exceed $49,486 for the California Environmental Quality Act (CEQA) consulting services for the new construction and modernization project at Centerville Middle School. The original contract included a base scope of preliminary environmental services to meet CEQA requirements. Additional assessment determined that further environmental studies are required to meet California Department of Education Title 5 requirements. The contract amount with this latest amendment now totals $219,772 and is within the budget for the project.

  • Authorized staff to approve the agreement with Waters Moving & Storage, Inc. in the amount of $45,050 (inclusive of a 10-percent contingency), for the new construction project at Horner Middle School. The new buildings at Horner are scheduled to be occupied on January 6, 2020. The moving services at Horner will include packing, unpacking, labeling and assistance to site personnel. The cost of this work is within the budget for the project.

  • Received a presentation on the schematic design for the new construction and modernization project at Centerville Middle School. This follows the June 26, 2019 selection of Option 2d by the Board with a budget of $87.2 million. The school’s site committee provided feedback that was incorporated into the design and balances the various program needs of the site while staying within budget. The Board approved the schematic design of the project with the exception of the drama classroom instructional and performance space, which the Board asked staff to reevaluate. Staff will bring back options and costs to the Board for further consideration.

  • Authorized staff to enter into an agreement with Roebbelen Construction Management Services, Inc. in the amount of $299,637 for design and bidding phases construction management (CM) services for the new construction and modernization project at Centerville Middle School. The scope of CM services will be for pre-construction services through completion of the bid process. A future planned amendment to add services for construction administration and final close-out will be brought to the Board. The cost for these services is within the budget for this project.

  • Authorized staff to amend the agreement with Rodan Builders, Inc., for an amount not to exceed $533,248 for the new construction project at Walters Middle School. On July 31, 2019, the Board authorized the takeover agreement with Liberty Mutual Insurance Company for the modernization project at Walters from Vila Construction, Inc. to RJT Construction. RJT failed to complete some of the specified scope time for school opening. As a result, some scope from the project was completed by Rodan, the contractor for the new construction project. The increased cost is related to design coordination issues, District-requested additional scope, and work that was not completed by RJT. The total contract amount is now $19,225,032 and is within the budget for the project.
